If a Contract Administrator states under the heading “Rehabilitation Standards and Specifications” these words: “include name of manufacturer on bid form” yet all you have seen so far are bid forms that say “windows” with a dollar amount associated with it but no manufacturer’s name on the bid form, then, did the Contract Administrator adhere to his/her own contractual obligation?????????????

Hey HUD, what does this mean?  “I also understand that no other work is to take place for the duration of my project due to the obligation of the contractor to pass a Lead Clearance test and the financial cost to him if he were to fail it.”  [This was actually signed by the homeowner and the Program Administrator’s name is typed on the bottom]

If a contract’s Payment Schedule permits Draws at fifty percent and one hundred percent subject to a retainage of twenty percent, and the homeowner and the contractor have signed this agreement; is the Contract Administrator allowed, then, to release payments at fifty percent, seventy-five percent and ninety percent with not enough retainage to cover incomplete work and remedial work????????????

Hey HUD, is it acceptable to do lead/asbestos remediation work on a home while the family is living in the home?????????
